Maine US Senator Susan Collins is working with Tim Kaine (D) of Virginia on the legislation. She says it will preserve abortion rights at the federal level and also preserve religious freedoms.
Collins says the bill is about 90 percent complete and will be introduced to the Senate soon.
The legislation comes after the Supreme Court leaked document showing that Roe v. Wade would be struck down and that states would be allowed to write their own abortion rules.
